The Department describes the only exception in detail: an accidental mortality, exclusively between 16 June and 14 October, and only while quota remains, may be landed whole provided the capture is notified before arrival in port — and even then only ONE specimen per day up to a maximum of TWO per season, after which the authorisation is suspended for the rest of the year. FishRadar lists Atlantic Bluefin Tuna as a headline species for `es-costa-brava` and `es-tarragona`; that is biology, not permission.

Inside the Cap de Creus natural park annex 2 of Ordre ACC/157/2022 sets a LOWER 55 cm with the same three-fish cap, so 60 cm is the stricter and is what this pack publishes. FishRadar lists European Barracuda as a headline species for `es-tarragona` and `es-alicante`; only the first is in this pack.

40 cm, three fish per angler per day, and a BIOLOGICAL CLOSURE FROM 15 JANUARY TO 15 FEBRUARY. All three provincial annexes agree on all three figures, and the Cap de Creus order tightens the bag to two. This is the clearest demonstration that ES_PACK's national note is right to say a comunidad may be stricter: Reglamento (UE) 2019/1241 Anexo IX sets 25 cm for Mediterranean bass and no EU daily count applies to Spain, yet Catalonia sets 40 cm, three fish and a month-long closure. THE SAME RULE FOLLOWS THE FISH UPRIVER: in the first stretch of the free no-kill zone ZLLSM EB-01, from the C-42 bridge at Tortosa to the sea, apartat 3.2 of the continental resolution repeats "Llobarro: 40 cm, amb un màxim de tres exemplars per pescador i dia, amb una veda del 15 de gener al 15 de febrer", and outside that stretch euryhaline species may not be killed at all.

PROVINCES DISAGREE ON THE BAG; STRICTEST PUBLISHED. 30 cm everywhere, but five fish per angler per day in Girona and Barcelona and SEVEN in Tarragona. FishRadar publishes five. The Cap de Creus order also sets five. In the lower Ebro the continental resolution sets 30 cm and seven per day, so the Tarragona figure applies there too. Compare Galicia (19 cm, no count) and Andalucía (20 cm, no count) — a 25 cm dorada is legal in both and illegal in Catalonia.

Only the fourteen species of apartat 2.2 may be fished at all — brown trout, chub, Ebro barbel, seabass, four mullets of the genus Chelon, flathead mullet, flounder, gilthead seabream, pompano, leerfish and bluefish — and everything except brown trout and the euryhaline group must be released immediately at the point of capture. The euryhaline group may be killed ONLY in the first stretch of the free no-kill zone ZLLSM EB-01, from the C-42 road bridge at Tortosa (UTM 31N/ETRS89 X 290,190, Y 4,519,953) to the river mouth, and there the whole group shares a cap of 5 kg per angler per day COUNTED ACROSS MARINE AND CONTINENTAL WATERS TOGETHER, with one oversize piece excludable, plus per-species limits: bass 40 cm and three a day closed 15 January – 15 February, mullets 35 cm, gilthead 30 cm and seven a day, pompano four a day, leerfish 80 cm and one a day closed 1 April – 30 June, bluefish 40 cm and two a day. An angler must LEAVE the fishing zone once the maximum permitted catch is reached. HOURS: one hour before sunrise to one hour after sunset, except the Riba-roja and Flix controlled zone EB-01 which is open 00:00–24:00 and authorised night competitions. BAIT: live or dead fish, crustaceans and molluscs of any species, their parts and derivatives, and non-local insects are prohibited as bait in every Catalan water; apple-snail eggs, juveniles and adults are prohibited; in salmonid waters wax worms, maggots and pastes are also prohibited. GROUND-BAITING is prohibited in general and allowed only to federated anglers in authorised competitions and the twenty days of training before them, capped at 2 kg dry weight or 5 litres per angler per day. INVASIVE SPECIES — READ THIS BEFORE YOU RELEASE ANYTHING: pike (Esox lucius), perch (Perca fluviatilis), roach (Rutilus rutilus), rudd (Scardinius erythrophthalmus), pumpkinseed (Lepomis gibbosus), black bullhead (Ameiurus melas), common bream (Abramis brama), silver bream (Blicca bjoerkna), tench (Tinca tinca), goldfish and Prussian carp (Carassius auratus, C. gibelio) and grass carp (Ctenopharyngodon idella) MAY NOT BE FISHED INTENTIONALLY ANYWHERE IN CATALONIA — and a specimen caught by accident MUST NOT BE PUT BACK. Every specimen must be killed at the moment of capture whatever its length, may not be held alive in a keepnet and may not be returned to the water; possession and transport of dead specimens is authorised for composting, own consumption, residual-waste containers or an authorised animal-tissue waste manager at the angler's expense. FishRadar deliberately publishes NO per-species row for those twelve: the app's "fully protected — release immediately" wording is the opposite of the law here, so the duty is stated once, in full, in this paragraph instead. Blue crab, signal crayfish, spiny-cheek crayfish and red swamp crayfish may not be fished recreationally at all. PROTECTED SPECIES may not be fished, captured or exploited; a European sturgeon (Acipenser sturio) from the lower-Ebro reintroduction project must be photographed, its date, place and tag code recorded, returned to the water at the point of capture and reported to 112 and to [email protected].

Under Ley 5/2023 recreational licences are only valid within the SAME FISHING GROUND (calador). Licences from the Balearic Islands, the Comunitat Valenciana, Murcia and the Mediterranean coast of Andalusia ARE valid in Catalonia. Licences from Cantabrian or Atlantic comunidades — Galicia, Asturias, Cantabria, the Basque Country, the Atlantic side of Andalusia — are NOT. Licences issued by other EU Member States are NOT valid in Catalonia at all. Conversely a Catalan licence is valid in the interior and exterior waters of the Mediterranean ground but not on the Atlantic coast. Compare Galicia, which recognises State, EU and all other autonomous-community licences without restriction.

La obligación cubre las capturas retenidas, las capturadas y liberadas y también la jornada sin capturas. Son de declaración obligatoria las especies del Anexo II del Real Decreto 347/2011 y las que añade el Real Decreto 214/2026; el resto es declaración voluntaria. Para las especies del Anexo II (protección diferenciada, p. ej. atún rojo) hace falta además una autorización específica del Estado. Andalucía exige adicionalmente declarar sus especies objetivo antes del final del día natural, un plazo más corto que el estatal., 非居住者 Non-residents need the same regional recreational licence, the same registration from 10 January 2026 and the same DAILY PescaREC declaration from 20 March 2026 — within 24 hours of the end of each session, separately for each non-continuous session, and including released fish and blank sessions. Anexo II species additionally require a state authorisation issued to the vessel owner. Note that a licence issued by one autonomous community is not necessarily valid in another: since Ley 5/2023 recognition follows the fishing ground (calador), so an Atlantic licence does not cover the Mediterranean coast and vice versa, and Catalonia does not recognise EU-issued licences at all.
