The EU's recreational-eel prohibition, which the drafting pass could not fetch and therefore feared, WAS fetched on re-verification: Council Regulation (EU) 2026/249 article 14(8) reads "Recreational fisheries of European eel at all life stages shall be prohibited", but article 14(1) scopes the whole article to "Union marine and brackish waters of ICES subareas 3, 4, 6, 7, 8 and 9, and to adjacent Union brackish waters, including estuaries, coastal lagoons and transitional waters" — the north-east Atlantic and the Baltic. Sardinia is in the Mediterranean (GFCM/FAO area 37) and 2026/249 contains no Mediterranean eel article, so THAT ban does not reach a Sardinian stagno. FishRadar still publishes NO per-species eel row here, because the 28 cm figure rests on a 1995/1997 decree we could not fetch directly and because Italy's own national eel management plan under Regulation (EC) No 1100/2007 was not read this session. These are NATIONAL rules and they apply in every Italian sea, including inside the regions that publish their own rulebooks: in Liguria, Sicilia and Sardegna they stack with the regional and marine-protected-area caps, and the stricter one governs — the AMP Cinque Terre allows 2 kg per person, the AMP Portofino and the AMP Isole Egadi 3 kg per person, all well below this 5 kg. Permitted recreational gear is fixed by article 138 (coppo, giacchio, rods of at most 3 hooks, correntine of at most 6 hooks, traina, parangali, nasse) and article 140 caps it at 5 rods per angler, 200 longline hooks per boat and 2 pots per boat.

- freshwater-recreational — Einwohner Sport fishing in Sardinian inland waters needs a licenza di tipo B, valid five years and issued with a matching identification booklet. Since 1 January 2019 the licence is constituted by the pagoPA receipt for the regional concession tax bearing the angler's details, not by a card, and it must be shown together with a valid identity document. Separately and in addition, every angler must complete the online "comunicazione di esercizio della pesca sportiva nelle acque interne della Sardegna" through the regional SUS portal (SPID, CIE/TS-CNS or regional IDM) and carry the receipt of that filing., Nicht-Einwohner Anglers not resident in Sardinia need a licenza di tipo C, valid three months, costing €15.00 as fixed by d.G.R. n. 52/46 del 23.10.2018 and Decreto del Presidente n. 110/2018, paid through pagoPA during the online filing. Sport-fishing licences issued by other Italian regions or by the autonomous provinces of Trento and Bolzano are VALID in Sardinia and their holders owe no tax — but they must still complete the online comunicazione and carry its receipt. Exemptions granted by another region's law are recognised in Sardinia on the same terms. Foreign anglers without an Italian codice fiscale currently have to file by email to [email protected] until the authentication systems are adapted.
- saltwater-recreational — Einwohner Sardinia issues NO regional sea-fishing licence. Recreational sea fishing here runs on the national regime — the free MASAF registration and D.P.R. 2 ottobre 1968 n. 1639 — which FishRadar carries in its Italian national pack, not in this one. Note the boundary is drawn generously inland: for Sardinian purposes "acque interne" means rivers, lakes and ponds AND the lagoons and brackish basins, even where they connect directly to the sea, so a Sardinian stagno or laguna is licensed water even though it tastes of salt., Nicht-Einwohner Same. A visitor fishing the sea off Sardinia needs no regional licence; the same visitor fishing a coastal stagno or laguna needs the type-C licence and the online comunicazione.
- saltwater-recreational — Einwohner No paid licence for recreational sea fishing, but a free annual registration with MASAF (the "comunicazione di esercizio della pesca sportiva/ricreativa in mare", or census) is mandatory. From May 2026 anglers aged 16+ must complete the census and use the RecFishing app., Nicht-Einwohner Same free MASAF registration applies to non-residents fishing recreationally in Italian waters.

Sardinia regulates INLAND water and the sea is national. Inland — and in Sardinia that expressly includes the lagoons and brackish basins even where they open to the sea — you need a regional licence (type B for residents, type C for non-residents, or a valid licence from another Italian region) AND you must file the online comunicazione and carry its receipt; the sizes and closed seasons shown are from the 1995 assessorial decree, and the daily allowance is capped by WEIGHT per group, not by one number: 1 kg of salmonids, 2 kg of percids, 15 kg of cyprinids. The native Sardinian trout (Salmo trutta macrostigma) may not be caught or even held, at any size, in any season. At sea Sardinia adds one thing to Italian national law and it is a ban: recreational and sport fishers may not collect sea urchins at all, inside marine protected areas included. Everything else you may read about sea fishing here — the 5 kg daily total, one grouper a day, permitted gear — is Italian national law, not regional. The sea-urchin decree is remade every December and the closed seasons can be moved by further decree, so check regione.sardegna.it before you fish.
