On top of the Fischereischein you always need a Fischereierlaubnisschein for the specific water — fishing without one is not a fine, it is the criminal offence of Fischwilderei., non residenti Adults who are only temporarily in Germany and do not establish residence here can be issued a Fischereischein WITHOUT sitting the Fischerprüfung — § 3 Satz 1 Nr. 1 AVBayFiG covers "volljährige Personen, die sich nur vorübergehend in der Bundesrepublik Deutschland aufhalten, ohne hier einen Wohnsitz zu begründen".
